Maxine WatersMaxine Waters was born Maxine Moore Carr on 15 August 1938 in St. Louis, Missouri. She graduated from what is now California State University and she worked as a teacher and volunteer coordinator in the Head Start program before she became a politician.

Waters entered the California State Assembly in 1976, where she worked for divestment of state pension funds from any business located in South Africa. South Africa at that time was operating under the racial policies of apartheid. Waters ascended to Democratic Caucus Chair for the assembly and was then elected to the U.S. House of Representatives for California's 29th congressional district. She has served in that position since 1990 (in what is now California's 35th congressional district).

As a Democratic representative in Congress, Waters also was a superdelegate to the 2008 Democratic National Convention. She endorsed Senator Hillary Clinton for the party's nomination in late January 2008. She later switched her endorsement to Senator Barack Obama.

Waters represents a district that falls below the median U.S. income level, and this position seems to substantiate her stand against U.S. involvement in Iraq. She voted against the Iraq War Resolution in 2002, and she has been extremely critical of George W. Bush and his insistence in carrying on the war when, Waters argued, the money could have gone to education or health resources in America.

She also became a co-sponsor of the House resolution to impeach Vice-President Dick Cheney for making alledgedly false statements about the U.S. involvement in the war in Iraq.

Most recently, Waters "melted down" in front of bank CEOs in a House hearing in March 2009. She excoriated the corporate heads for their greed, stating that she believes that banks never work in the best interest of the people they serve. However, Waters once was tapped as the "Most Corrupt" member of Congress by the left-leaning Citizens for Responsibility and Ethics in Washington (CREW). She was granted this title by CREW in 2005 and in 2006 for "her exercise of this power to financially benefit her daughter, husband and son." She did not appear on subsequent lists.

Waters founded the Maxine Waters Preparation Center in Watts, California, is a founding member of the Out of Iraq Caucus and is the founder of Project Build. She also is the co-founder of the Black Women's Forum and serves on several committees and sub-committees including the Subcommittee on Crime, Terrorism and Homeland Security.
